CCPA Privacy Choices Panel

CCPA visitors now see a "Your Privacy Choices" panel instead of a generic cookie banner. It gives them a direct way to opt out of the sale and sharing of their personal information, and to limit the use of sensitive personal information, matching what the law actually asks for.

We also added a notice-only banner for places with no cookie consent law on the books. Instead of forcing an accept/reject choice that doesn't apply, visitors just get a heads-up.
